ADSL IPC capacity constraints: Telkom explains

ADSL IPC capacity upgrade freeze may cause performance problems, but Telkom says it is not their fault
MyBroadband recently reported that Telkom had announced a freeze on ADSL IPConnect (IPC) capacity upgrades until the end of September 2010.
Without any additional IPC capacity until October some self-provisioning ADSL Internet Service Providers (ISPs) may find themselves in the unpleasant predicament of running out of ADSL bandwidth to serve their growing subscriber bases.
Some of the country’s prominent ISPs told MyBroadband that the IPC upgrade freeze is of great concern to them, and the fact that Telkom’s own ISP – Telkom Internet – is not forced to use IPC for its bandwidth needs is causing further unhappiness among some ADSL providers.
Telkom hit back, saying that they have not received adequate growth and bandwidth demand forecasts from the ISPs which may now be in a predicament because of Telkom’s World Cup network freeze which also impacts IPC capacity upgrades.
Telkom South Africa Managing Director Nombulelo (Pinky) Moholi said that it is standard practice for their larger clients like the mobile operators to give regular growth forecasts and bandwidth requirements to Telkom to assist the fixed line provider to best serve their needs.
Moholi explained that budgeting and technical planning related to network upgrades are time consuming and complicated and cannot simply be done overnight.
Moholi added that the 2010 World Cup network freeze has also impacted their ability to perform network upgrades until mid-July, and that network upgrades will start in earnest after the deadline expires.
Unfortunately some upgrades requested by clients may require other core network upgrades, and the Telkom SA MD explains that the 30 September 2010 IPC upgrade freeze is only a worst case scenario date which depends on other network activities.
