Neotel subscribers complain about poor speeds and potential covert throttling of uncapped users

Over the last few weeks numerous Neotel NeoConnect and NeoFlex Data subscribers have reported poor speeds.

According to feedback from affected subscribers they typically get speeds of between 100 Kbps and 200 Kbps, a far cry from the theoretical downlink speed of 2.4 Mbps for the NeoConnect offering and 3.1 Mbps on the NeoFlex offering.

What is surprising is that some users have reported speeds far closer to the theoretical maximum of the service, raising concerns that Neotel may have implemented a Fair Use Policy where high end users are throttled without their knowledge.

According to one Neotel Prime Uncapped subscriber he invested in an external antenna to ensure good signal strength and performance, but noticed a perplexing trend regarding his download speeds.

“Just when I thought that I finally got my internet connection sorted out, I realized something funny was happening with my downloads. Certain days I get awesome downloads through my Rapidshare account then other days I cannot even browse the net as my connection is too slow,” he says.

Another former Neotel user says that Neotel has implemented a Fair Use Policy (FUP), but that Neotel is not upfront about this development.

“NeoConnect Prime Uncapped users are currently being targeted by the FUP,” he said.  “When possible, Neotel will use ‘contention ratios’ as the reason when in fact it is related to their FUP.”

Neotel was asked whether it was throttling uncapped subscribers, but the company would not provide comment on questions regarding this issue.
