It was in THIS era 1990-99 that Eskom had notified the Govt....not so?

PLUS it was well known that he left most of the day to day running of the country with mbeki.

Actually, the report that said we would be out of electricity by 2007, was handed in in 1996/1997.

Both. The government refused to take Eskom's advice but Eskom didn't do enough to change their minds.
There was no public press release that we wanted to build new power stations but the government won't let us so now there won't be power by 2008.
