I seem to recall that the Koeberg safety systems are powered off the national grid. I also recall that that is international safety standards - you may not power the safety systems off either the reactor itself, or off backup power.

Now, when the safety systems lose power, the reactors shut down - this has happened in the past, and takes two weeks or so (?) to restart.

Question time: When Cape Town is load shedded - who wants to bet that Koeberg is too?

Maybe that is another untold story as to what is happening now?

They fall back to Acacia OCGT which has a direct link to Koeberg, iow, power doesn't have to go through the grid.

There are also number of Diesel generators on site at Koeberg that can run the reactors indepently of the grid and can provide "black start" capability.
