Why in 2006 Only?

I am in Pta and i can ONLY get ADSL in 2006. But my neighbour ( Who is routed to another Exchange) can get it now if he wants...

SO WHY DO I HAVE TO WAIT TILL 2006?

And i asked...they do not want to move me to the other Exchange...

No cables or ports on that exchange??? Or something like that?

exactly that happend to me to, i was lucky that my number was routed to that exchange
