Even if it was shaped I wouldn't care. The price is good and it's away from Telkom. I just need it for work so shaped or unshaped means nothing to me.

Generally these 2 concepts are taken as synonyms for one another but are total different concepts...
Traffic Shaping
--------------
This is the prioritisation of one or other type of traffic ie. http gets priority over SMTP etc. etc. Traffic volume can also used as a policing criteria ie. bouncer in a nightclub; it cuts off traffic when a threshold is reached.
Traffic Policing
--------------
This is the blocking of traffic that is considered dangerous or harmful.
In Neotel's case there is probably no traffic shaping; but there definitely is traffic policing as some ports are blocked.
PS: This is the same for all the South African telco's...
