I dont know the dates of this but take a look at this articlle I found:

Not sure if it refers to local only...
In my head that means 467 518 x 64k = 29, 921, 152k = 29GB or so
Now wouldnt they need that much international bandwidth to support all thos ISDN lines?
I am probably way off but that seems like a lot of bandwidth to me.
