I wouldn't be too worried about this - if you note what Ant Brooks of the ISPA said, it's clear that consitutional protections exist (probably speech and association provisions). Technologically I believe it would entail massive monitoring/management systems and infrastructure to manage a licensed website scenario, which would prove to be unaffordable - alternatively close-off the pipes, which will never happen... Or maybe I'm being naive?
