I saw this "offer" in the paper last night. My wife and I reached the same conclusions as quoted above.

In reality it can only be either a trap in co-operation with the BSA. No pirate worth his salt will dare risk it.

10% is also not alot... and maybe, if agreed to with software suppliers, they'll probably gladly drop the price in an effort to curb piracy.
