Lately(over the past 2 months) my internet has been slow, and some website either fail to load, or take the best part of a day to load...
I'm using mweb siax 384 kb/s line... whats worse is that my sisters computer loads everything just fine, I mean, it's like my computer is just getting some bandwidth and her's it getting the majority. It's really annoying and I can't seem to figure it out... oh and i'm using a static IP, and firefox 3.0

I presume your sister is in the same house going through the same router and ISP account?
So we look at your PC: what is the OS? what is the browser (including version)? how much memory do you have?
Clearing your browser cache can help. As can defragmenting, if it's Windoze.

I'm using windows XP, Firefox 3.0(already stated) and i got 1 gig memory, i'll try defrag and clearing cache

Is your computer slow when her computer is switched off? If it's only when her computer is on I would suspect her using p2p apps like limewire etc etc etc. Those will soak up all your bandwidth and there's nothing you can really do about it.

If you're router has bandwidth management you can give priority to some traffic (like http, ftp) etc, that would help if you're sis is leeching.
Don't know if the Mweb router supports that (if you're using their router).
My PC is a slow 455 peice of cr4p, and the net is fast just fine, a defrag and clearing cache I can't really see helping you somehow...
