Can anybody explain what this message from Neotel means?
Every time i check for coverage the numbers change.
Is it the order of priority?

As far as I know its simply an ID for the Geographical Area. Doesn't really mean anything to us. It might change cos of the exact pin point of your location that you are giving.

Thought for a second i was 60230 in line waiting for service or something crazy like that.
