I've been involved in setting up a subsidiary in Cape Town for an international software company. I posted a job ad for Java Developers on both Career Junction and Pnet, but the response has not been good in terms of quality. Our basic criteria as advertised are Graduate, 2 years work experience in Java + SQL experience. We have had hardly any responses matching these criteria.

We could go through agencies but this is expensive, and in the UK I have found the online and advertising route more efficient and cost effective. That is partly because some UK sites allow employers to search CVs.

I would welcome suggestions on where is the most effective place to advertise this vacancy or where I can find a good source of CVs to search.

The problem might be that the university in Cape Town does not teach you this. B.Sc Computer Science teaches you java in first year and then c++. B Comm Information Systems teaches you Visual Basic First Year and in second year have a semester course on databases where SQL is included.

Your job specifications are requiring a mix of 2 worlds

The problem is probably one of location. I know plenty of peeps in Jhburg who would be available, but they won't move to 'the dead zone'...

Tough one, try advertising in JHB and state that they would need to move to CT. Might be crazy enough to work.

There are lots of on line job sites, I know of one on 5fm's site (thik it's called jobnet) and a couple of others. Can't remember where though, do a search on google or ananzi, might help.

Whether they ask commision, i do not know.

I m jenny, some days ago I found a site Marketraise Corp. (http://www.marketraise.com/employeebasis.php)I find this very interesting because it is something related to the concept of virtual employees , where they allows us to keep a track on our works and also they are really very cost effective as compared to the real employees working for IT or software employees.
They offer different packages for projects depending upon the rate and work, it is really a nice. I have a regular requirement of employees for my projects and I had hired them for projects also. If my experience seems to be nice I will again share with you.
