I use InfraRecorder. It works great and can burn Dual Layer DVDs.
(And it free)

+1 ImgBurn is by far and away the best! Fantastic little program.
DVD Decrypter. It's free, super easy and very useful, been using it for ages now.

AFAIK only ISO images, I burnt a few discs with it a few weeks back.

BurnAware is good too. There's also CDBurnerXP.
