City of Tshwane: Financial Charges for deposit Adjustment?

Hi

I looked over my April Invoice from the Municipality and show they charged me R 460.00 for a deposit adjustment! So I email customer care( I do not think they will reply) and wondered if anybody else have the same charge on their bill?

For what is it? Actually for what is the deposit(A example bill where I marked the deposit area in red) (http://i.imgur.com/2IRaO.png) on the bill? I know I paid it when I got Tshwane to connect my house but still will I ever see the deposit again.

And also did Tshwane made us aware of this change or was it just something added on to the bill, is there any news sources I have to follow to be aware of these changes? Because I looked at past bills and realize they add financial charges very easily onto bills and charge for obscure things that I never said I want or need.

Any input or nudge in the right direction would be appreciated.

I also saw this on my bill, my initial deposit was R400+R120 for electricity and water. They adjusted it to R1000 or something around there after I had a biggish bill. I think it is just to make sure they have funds if you haven't payed your bill before they cut you off.

Sounds like they are having a cashflow problem again.
