Transport minister Sbu Ndebele said the government has planned a network of toll roads across the country in a bid to plug the multibillion-rand hole in its road maintenance bill.

Responding to a question in Parliament recently, Ndebele said the "user pay" principle would go a long way towards relieving the state's R149-billion road maintenance shortfall, the Star reported on Monday.

"The 'user pay' principle is government policy, but is used selectively and only where feasible, and when, the benefits outweigh the cost to the road user," he said.

The paper said last week the cost of operating Gauteng's toll roads may be as high as R14-billion -- more than the R6.22-billion the roads agency said it would cost.

This amount excludes the cost of feasibility studies, the design of the toll system and the supply of e-tags.

The cost of upgrading the roads is estimated at R17.5-billion.

The inflated operational costs were contained in a confidential report that was sent anonymously to the Star. The report is dated April 2011 and it discusses, in detail, the operation progress report on Gauteng open-road tolling.

The South African National Roads Agency Limited (Sanral) denied the tolls were costing so much and said the tender to build and operate the toll roads was R6.22-billion over eight years.

However, Sanral in its report indicated that the R6.22-billion did not include VAT and that there were additional costs -- but would not reveal these specific amounts to the newspaper.

Seriously? When is enough going to be enough? And when will the South African public be so fed up that they start the protests?

Huh? So they're going to charge road users to try and pay off their debt incurred through mismanagement?

so what r they doing with ALL the money collected / still collecting from the petrol levy that USED to be for road maintenance?? - just another double tax from useless incompetent asswipes :mad:

What gets to people about this is the fact that we are now being asked to fund corruption, incompetence and plain down theft.

It is absolute rubbish, at the end of the day it is something that is affordable to me but to the typical ANC voter this is downright paralysing in terms of finances.

So I'll have to cough up some bucks which really wont make a difference in my monthly budget but the guy who voted for the current government is the one who's gonna have to cut back on pap and basic food due to this.

Nice one ANC, way to help out the poor.

Yes, this is our current governments modus operandi. They have become pros at finding new levies and taxes to pay for their corruption and greed.

Quad tax by now. I pay income TAX. I pay VAT. I pay Petrol Levy. Now you want me to pay Tolls too?

It is like health, protection or schools now, if you want something decent you don't use the government ones. Private schools, private hospitals, private armed response.

WTF, now you want to charge me to pay to use the road that I already pay to use?

Come now ppl - How else can government support their 50 wives, new liver for ministers who drink too much, a youth festival which cost 100 million and a drunk Judge paid 5 million to sit at home

What bugs me the most is the location of the toll roads.
The average citizen who can afford to drive a private vehicle can afford to budget for toll fees when they go on holiday or the odd long trip.
What the average citizen cannot afford is to fork out toll fees on a daily basis just to get too and from work.

I am sure there will be protests and strike action from the unions if the government pushes forward with the GFIP tolls.
