I don't think many people visit this Sub-Forum. As it will interest many people maybe there should be an Sticky article (summarising the ICT Policy discussion document) on the MyBroadband News Page for a few days - the article should link to this page.
The article should also be available via other news sources like TechCentral, ITWeb, etc.

In the DoC’s “Strategic Plan for the fiscal years 2012 – 2017 and Annual Performance Plan for the fiscal year 2012-13 (http://http://www.ellipsis.co.za/wp-content/uploads/2012/05/DoC-Strat-2012-2017.pdf)”, the following milestones have been set out:
2012 Q2: ICT Policy Colloquium hosted [tick]
2012 Q3: Draft green paper on Integrated ICT Policy
2012 Q4: Stakeholder consultation on the draft Green paper on ICT Policy conducted
2013 Q1: Final Green paper on Integrated ICT Policy published
2013/14: Green paper on National Integrated ICT Policy published
2014/15: White paper on National Integrated ICT Policy published
2015/16: National Integrated ICT Legislation enacted
[their financial year runs from 1 April to 31 March]
comment: So even if things run smoothly we are in for the long haul here. And there is little reason to believe that things will run smoothly. The targets set out above will prove to be highly ambitious. We will keep track here.
Next target: publish a draft green paper on Integrated ICT Policy by end June 2012

Just took a look at this and the ICASA performance plan to 2015. Their timescales are TOOOOOOO LOOOOOOOONG.
When a takes a geek based in the USA less than a decade to start a website that was valued in excess of $100billion at the IPO just over a week ago, we should not be working with timescales of years - plans should be over months. Despite what opinions people might have on the actual value of Facebook, is will be near impossible for an aspirant South African to compete on the same scale with foreign competitors, considering the various disparities that exist at a price and availability level between South Africa and foreign competitors.
Even a South African born service - MXit is already loosing market share to Facebook - http://mybroadband.co.za/news/internet/50591-facebook-vs-mxit-in-sa.html
ICT Regulations need to evolve at a much more rapid pace to allow South Africa to compete globally.
