From here you can buy either the US or EU cdkey, you however still need to get the CDs and updates from somewhere else. I however suggest copy the latest updated version from a friend who have the version you will need for you key as there is a slight difference between the two. But to make life easy, keep to the version for the key you will be buying. Also this site sell gamecards as well.
So far I have bought 2 EU copies via them, and both times I had my key the very same day. I ordered my key the morning about 10-11AM and had my key the afternoon 2pm already. The first time they called me on my cellphone to confirm, the second time I just got a mail to go log back in and retrieve my key.

Well I would say the best way is to actually go through woworder.webhop.net it's a south african living in the us who sells US copies of wow to fellow south africans. He has sold about 1000 copies and is extremely reliable, infact I would not go anywhere else :P He also sells game games.
