Dual screens, both 1600x1200 @ 32bit. Only difference is refresh rate - one's at 60, the other at 72.

1280 x 1024 19" LCD. Changing the refresh between 60-100Hz doesn't seem to have any effect though.

Yup, ur screen is the prob most likely (cud also be VGA card tho).
When investing in a PC, one of the most important thing is a good monitor. Try run over 75hz, and a res of 1280x1024 is the ideal for most. (get more desktop space to use, for mutitasking, etc)
If u can, get a tft lcd monitor. 17" ones start at R1300, and put far less strain on those eyes. Trust me, u'll never go back! ;)
PS: Im running 1400 x 1050 (laptop)

Some of the more, err middle -aged ladies here still use 800 x 600. Everything looks so big and clunky.
Me = 1152 * 864, 16 bit colour, 60hz. Time to start motivating for an upgrade, I think.

Got one user here running at 800x600 - if I set her res to 1024x768 then she can't read the fonts...
800x600 is adequate for safe mode, or when doing a spot of remote administration with remote desktop or vnc.

They don't "refresh", as such, but they do need to update. You can see what refresh rate you are running at by right-clicking the desktop> properties> settings tab> advanced> monitor tab

I see Prophecy is advertising that monitor for R1812, which sounds like a deal. Is it any good? I have to buy a new monitor this month (for University). Or are there any other reasonably cheap 19" TFT monitors (i.e. under R2 400) I should consider?

MHz? Shouldn't it be Hz? :D
that's the one good thing about flatties - they don't flicker like crt's usually do.
If my crt is 60Hz then I can see it flicker, then I bump it to 70Hz.
Interestingly, the higher the refresh rate, the slower the PC (or am I mistaken on that one?)

true, lcd's dont refresh at all, at least not like a crt does. there is no "refresh rate" whatsoever. however, they do present a bull**** rate to the graphics card of 60hz otherwise the graphics card wouldnt know what to do.
the ms rating is the response time of the pixels...and depending who you ask you will get a different opinion of the definition of response time. these newer monitors with response times of 2ms and things like that do cheat a hell of a lot. the time quoted is normally from 80% white to 80% black...and they drive the pixel form full white to full black, but only measure the time from the 80%'s....a TRUE pixel response time that actually has meaning is a full grey to grey cycle. see, most lcd's nowdays can go from highly contrasting colours very quickly...but when colours are pretty similar then they actually have a slow response time.
to give you an idea of what to look for, play a dvd scene...where there may be tree etc in the background...you are looking for very similar items which have a very similar colour, but can be uniquely identified...i find scenes with something running and trees in the background to be ideal.
if you look at the trees on amonitor that has bad grey-to-grey times, it look look like they swarm and are "busy" when panning..instead of smoothly displaying the picture as it moves.
another place to look is in people's faces...our faces contain a lot of detail, yet the colours are very similar, so check when people moves their heads side to side etc..and it should look as if the face is made of a plastic material instead of showing the details moving clearly around the screen. basically, the pixels lag when showing similar colours.
now, where the refresh rate (the 60hz) bit comes in, is when you display material made out of frames (like our dvd above)..a pal dvd in s.a. should show 50 frames per second...and with the refresh rate set to 60 you should notice either stuttering or jerking on smooth pans (like when the end credits come up) and you may even experience tearing in fast moving scenes (it looks like a part of the picture gets left behind) best to set the monitor refresh rate to a multiple of 25 in these circumstances...75hz would probably be the best you can get on an lcd.
some reading here on these overdriven panels, and how creating a fast pixel response times causes the problem of similar colour ghosting
