Have a look at this (http://mybroadband.co.za/vb/showpost.php?p=1191345&postcount=38) post of mine or even this one you are reading. Now look at the :o (Embarrassment) face. Now put your mouse over it. . . "Red Face". This is wrong, no?
Edit:
Unless you see "Embarrassment" as having a red face. Now it could make sense. Although I would rather call it a "Embarrassment" face than a "Red Face"

This is approximately as important as the :sick: smiley not having a title in the smileys dropdown. Ie, not very. ;)
Edit: looks like it doesn't have mouseover text either. Must be linked.
