  • SANDF R13 billion secret fund




    The SA National Defence Force has had three years of its spending, about R13 billion, exempted from public view, the Star newspaper reported Tuesday.

    Finance Minister Pravin Gordham exempted the three years of spending of the Special Defence Account from the Public Finance Management Accounting Act "apparently to make sure the spending stays secret," the newspaper wrote.

    The account is for the purchase of weapons and equipment as well as covert activities.

    The National Treasury said the exemption was only an "accounting issue" after new accounting practices were introduced in 2010. The account would have to publish separate reports but the SDA funded activities which "cannot be disclosed."

    Treasury spokesman Jabulani Sikhakhane denied the SDA was a slush fund and said Defence was accountable to Parliament for the use of the funds.

      good point ... seems like we found where all the road upgrade money went.

      seriously though, in our economy, who really believes that any department needs a R13bil slush fund that is not accountable??
      Surely, no one can believe this is being used properly ..... time to get the public protector involved

      Does not help when the public protector works for the ANC, I always lol at these suggestions of democratic measures to reign in a obviously communist/corrupt mindset government.

      I thought she worked for the Constitution - she reports to parliament. She may have been 'deployed' but it looks like she takes her role seriously.

      I suppose the true test would be if she has to investigate that corrupt oaf at the top of the ANC heap.

      “The exemption allows the Department of Defence time to find a more appropriate solution to the problem,” said Sikhakhane.“The SDA is not a slush fund. Its funding is appropriated in the Appropriation Act and the SDA is accountable to Parliament for the use of the funds. In addition, the SDA is subject to audit by the Auditor-General,” he said.

      A-G reports on the account have not been tabled in Parliament for the past two years due to delays, said the A-G’s office
      Unfortunately there's nothing the long suffering tax-payer can do about it
