The Cape Town High Court this week instructed a sheriff to attach property belonging to the ANC Youth League and its former president Julius Malema over unpaid legal fees, the Sunday Times reported.

This was to recover more than R100,000 in legal fees racked up in a battle with Western Cape Premier Helen Zille.

Malema and former ANCYL members had described Zille's all-male executive as a group of racist "garden boys" who were her boyfriends and concubines.<br

The revelation was contained in a replying affidavit submitted by Mandela's lawyer Bally Chuene in the High Court in Johannesburg.

There is no regulation in place for municipal managers' salaries, with some earning more than President Jacob Zuma, the Dispatch Online reported on Thursday.

Eastern Cape local government department superintendent general Stanley Khanyile reportedly said processes were underway to regulate the upper limits paid to top administrators.

"Legally, there is no ceiling at the moment. What we are doing nationally is developing and finalising regulations in this regard,"
"It's chilling, you get very scared," he told Sapa.
