I don't know of any standard packages that allow unlimited uploads. All traffic goes towards the cap. On the Axxess 384k uncapped package that I use downloads speeds are throttled 8am-8pm weekdays, but I have not experienced any throttling of the upload speeds. To be honest, I've not tested it thoroughly, so I can't be sure there is no throttling of uploads. I'm away from home right now but I'm returning home tomorrow. I can test it on Monday during office hours and let you know.
