Yeah they are. Just checked his stats now.

And just to clear up the rules, "UEFA's rules stipulate that any player booked in three separate games from the group stage onwards must serve a one-match ban."
So yes while Robben got a yellow card in both of the semi final games, they were his 1st and 2nd of the tournament hence he won't be missing the final.
