Note that you need to have the same MTU value on all PCs using ICS.

If you're on WindowsXP there is a link in that kb article that you can follow.
This is the only config that gets ICS working for me with iBurst and 2 NICs:
Open Network and Dial-up Connections.
Internet NIC:
* Connected to iBurst UTD (via ethernet)
* In Internet NIC properties, General tab:
** Enable NDIS(PPPoE) User mode I/O Protocol for iBurst Terminal
** Enable Internet Protocol (TCP/IP)
** Uncheck everything else (including Client for Microsoft Networks)
iBurst_Terminal Connection:
* In properties, Sharing tab:
** Enable Internet Connection Sharing for this connection
** For local network must be set to Intranet NIC
* On the Networking tab:
** Only enable Internet Protocol (TCP/IP), uncheck everything else
Intranet NIC:
* Connected to an ethernet switch, which is connected to other PC's
* In Intranet NIC properties, General tab:
** Enable Client for Microsoft Networks
** Enable Internet Protocol (TCP/IP)
** You can enable other protocols/services here needed on your Intranet
