USB 2.0 Driver Issue

I have an spare Dell PC (Dell Optiplex 170L) lying around, I formatted it and downloaded all the drivers from Dell's website, but I can't seem to find a match for the USB Controller. When I plug in my external, the notification "Your USB device is running att 1.1 comes up"

Any idea if there isn't a universal USB driver to once and for all solve my issue with USB drivers?

Maybe it is not activated in the Bios? Not sure of the OS you installed, but XP with service pack 1 & > already contains the correct usb 2.0 drivers.
