You need 3 months membership and 50 posts to be able to join the discussions in PD and CA.
It's to stop trolls and spammers, sadly, innocents get caught in that net as well.
When can we get custom avatars ?

3 months before I can post a thought to a current affair item? I can understand the desire to get rid of trolls, but this sorta thing kills free speech for those who would prefer to stay away from registering to a million sites until something pops up that's really worth debating...
I've lurked forever, and finally saw something worth registering to discuss, spent the time, bandwidth and clicks, and waited for activation, only to find I can't make the post until 3 months from now, when the topic will be ancient history and the liberty of men will be reduced.
See ya in three months I guess...

Sure. the little boy cried wolf a few times... but the village elders would be silly to institute a rule that said that all new wolf-wardens were not allowed to cry wolf until they had been on guard for 3 months.
