Default unblacklisting a recovered stolen phone

My wife's phone (Virgin SIM) was stolen in a "smash and grab" , the phone was "blacklisted" within 30 minutes at the SAP, great! the thief can't use it ... The phone was recovered, even better. BUT......When trying to "unblacklist" the phone she was told that it would take approx 6 WEEKS!!!!! to enable it again . While I understand that the request has to go to the ITC, can anyone tell me why this process takes 6 WEEKS! . Other cell providers state 24 hours on their web site.. Any explanation considered..

Did you black list the phone at SAPS? How the f... did you manage that? What has the police got to do with your black listing? Surely you confuse the police with your local cell shop One has to report the lost/stolen cell at the police, which in turn will give you a report number to use for black listing. However, this is the first time I hear about the police black listing cell phones.
