Anything up with international?
Pinged google.co.za....
4 packets transmitted, 0 packets received, 100% packet loss
The server at www.yahoo.com can't be found because the DNS look-up failed. DNS is the network service that translates a website's name to its Internet address. This error is most often caused by having no connection to the Internet or a misconfigured network. It can also be caused by an unresponsive DNS server or a firewall preventing Google Chrome from accessing the network.
Skype and Gtalk also bombed out.

(been playing for about 4 years). We have the game client down and we are playing on the Argonossen server at the moment and getting 266 ping and 0% packet loss (this is on a 4mbps line). What we are doing at the moment is collecting all the port and IP information for DDO again (we have done it before but these things definitely change - and probably have given the big update for level 25 coming) to pass through to our networks team to make sure that its traffic is receiving top priority. Thanks for the other info, but one last question, just to make sure we have test on your server for safety sake - what server are you playing on?
