So we went from "LLU by November 2011" to "we will release a document that shows we looked at LLU by November 2011".
Sad, on so many levels.

They might vaguely meet their own revised deadline of having done nothing but talk about it by the end of November
If it takes them this long just to release a "findings document" (since 2009!!!) how long will actual unbundling take? Aeons, sigh.
Well if they adopt the proposition that LLU is prescribed as is within the ECA and that a zero tolerance policy on enforcement comes into immediate effect we have stage one of LLU.
LLU or no LLU, it doesn't matter much to me, since I'm already stuck with a voice line.
Nevertheless, I support LLU wholeheartedly.
That being said, I don't think LLU will save consumers more than maybe R40pm each
way. I have a pessimistic way of thinking, but that's how I've always been.
Im expecting them to say LLU will not work in South Africa, Telkom is too stubborn.
Ow well, there goes that thread of hope.
I await tomorrow with extremely cautious optimism.
ICASA's LLU Hearing Findings are an extreme disappointment and a reminder that ICASA will never act in the best interests of the citizens of South Africa, ICASA councillors should be ashamed of themselves and at the very least they should all resign if they have any sense of conscience.

Telkom will not offer Naked ADSL, it is pretty clear.
