There's is a Eco recycling center behind The Pavilion in Westville.

Not sure where you are located, but contact this company:

    http://www.wasteplan.co.za/

Under the FAQ section, they say that CD's can be recycled.

Currently use them for all our recycling. They collect once a week in Pretoria for free.

Not sure about the Cape though.

Pick & Pay Hypers have recycling bins. CD's DVD's etc are made from Polycarbonate. Just stick them in the Plastics bin.
