    It sounds to me like you have an area with residential housing with the population density of China.... (in other words, a lot of people living in an area)

    high density residential area means a block of flats a few/several stories high

    That was my first thought too.

    I've actually been thinking about digging up my disks and reinstalling it, for the last few days already.

    High Density by definition is a high amount of bulk m² (Build-able m²) versus the surface m² of an erf.

    If you have an erf with a surface of 1000m² which has bulk of 10000m², this would make it high density. **I am not sure of the ratio.**
