Unions won't like that (or any other measures that reduce staffing costs without letting the most experienced and desirable employees find an alternative and effective pay them a departure bonus). Non-unionised staff are probably on salaries matching (telco) industry levels.

I am afraid that this year there will be very little to chop :-/. And most likely salary increases (in R) won't even be able to cover increases of cost in basic services (transport, electricity) (in R).
