By the looks of things your exchange is congested badly.

Your ADSL line/connection is fine, but the connection to ANY ISP will perform poorly due to the congestion at the exchange.

Unfortunately there ain't much that you can do, except perhaps complaining on a regular basis. I'm not even sure what to complain about to achieve the maximum effect...
Because you can complain about high latencies/ping & low throughput - and perhaps some other stuff too
