Sometimes "hurry and wait" was also because the major told the lieutenant that the troops must be a certain location at 08:00.

The lieutenant didn't want the troops to be late so he tells the sergeant to have the troops at the location at 07:00.

The sergeant are equally concerned about not being on time at 07:00 so he rushes the troops to be at the location at precisely 06:00 ...

... and then they wait for the major.

Hence "hurry and wait".
