    A local Gauteng municipality had apparently decided to celebrate the fact that it had been issued with a qualified audit by ordering a batch of T-shirts be made to mark the event.

    The municipality, which Mokonyane would not name, had apparently been confused because “in English ‘qualified’ means you have passed.”
    Oh my word, how embarassing for them.

    Wait a minute. Some municipal moron makes faux mistake while trying to celebrate real mistake .. and I didn't even get a t-shirt!?

    Where was the controls for irregular expenditure? Won't be suprised if this idiot's bossman took one look at the requisition and probably suggested what color they should be.
