    What's happenned is that his Sample A has registered the banned substance.
    There is still plenty of actions to be taken before we can say he is guilty or not.

    He has the right to request his B-Sample be unsealed and independently tested to confirm the result. Both samples are taken at the same time and sealed separately on the spot. The B-Sample is only opened at the request of the athlete if it is necessary to ensure that the A-Sample was not contaminated in any way.

    Then there has to be an inquiry to determine how and when he received or took the banned substance, determine the amount that was present and the actual effect that much might have had on him. All of this evidence is taken into account before a verdict is handed down. IF the verdict is guilty, and IF he was found to have intentionally taken significant amounts of the substance then he may have his title revoked and face a ban.

    So please, let us not jump to conclusions yet.
    High calibre athletes are acutely aware of the drug testing and are very careful about what they eat and drink. One small slip-up and you could accidentally ingest something you shouldn't have. This particular substance is apparently found in just about all nasal sprays and such. It could have been a minor mistake, a minor quantity that gave him no advantage at all.
