It's really not that bad android just takes longer to stabilize on an OS version...

Main reason for this is because Android is modular, where other OS's need to update the entire base, Android just do the app affected. For example if iOS/WP want to fix the maps application they do this in a OS version Number, On Android they just update the app strait from the market with the other ones that you installed.
Keyboard/launcher and even Dialers are all separate apk's - That is also why its so easy to customize them with your own.
