Easy, we download / watch what we want, without ad-breaks or waiting for the next episode to come out on air.
So much crap on TV that watching DVD's or downloaded series far outweighs the "positives" you might attribute to TV. We have more to watch on downloads than what we can actually get through

Whats gonna to those who don't have TV licenses during the digital migration process. Will they be cut off and forced to pay?

That is a point. However, the regulation is so loosely worded that if you have a TV "capable" of receiving signals (it does not specify analogue or digital) you are liable to pay.
