Actually, it's not. From work I am pinging Tashkent (Uzbekistan) at 296msI disagree, 515ms to Uzbekistan is excellant and extremely fast.

I accessed a friend's system there and a ping to 196.25.1.1 from his SAIX account is yielding the following :
sent=1000 received=1000 packet-loss=0% min-rtt=8ms avg-rtt=15ms max-rtt=22ms
Line is idle
Flood Ping to 196.25.1.1 for 30 seconds and no packet loss
Looks ok to me.
