Yes, state you will report him if he doesn't get plates.

So its cool when you break the law and dont get caught? You shouldnt throw stones while living in a glass house. Mind your own business.

It is ok to do it now and then, it is not ok to do it every time you get in your car.

Let me break it down for you n00bz. Going over the speed limit every now and then is something we all do.

Driving without a number plate is something no one should ever do.

What does being a "noob" have to do with anything?
And who made you the judge on what is more acceptable form of breaking the traffic law? So on the odd occasion that you speed and kill someone, its at least better than some guy minding his damn business and driving without a number plate (for what YOU assume is evasion of future traffic offences because YOU assume that because of his car type/brand).

You are so right, I should be locked up for going 68 in a 60 zone and this guy is clearly not harming anyone without a front number plate, he should be be praised for that.

Thanks for helping me see that.

So true... oh if we could all just be like that the world would be perfect now wouldn't it?
We could just all follow you into nowhere, woven with the utmost of care.

Maybe time for an update on this saga.

On the 18th of July, while jogging, I saw this car coming toward the front and flashing at another car forcing them into the yellow line and thus me to run next to the road. This was enough proof as to why their is no front plates.

A week later I saw the car again parked on the same spot and as you would guess, no front plate. I decided to take the advice someone here gave me and went home to write a note saying that I noticed the front plate had been missing for a while now and that if I see it again I will be reporting it to the traffic police. As I was about the put the note under the wiper blade the dude appeared. I told him his front plate is missing and he said thanks, he knows about it. I responded and said he should know about because it has been like that for months now and he should so something urgently.

Fast forward to today and I see this car at a different house in the estate... no front plate.

The photos are already printed along with a letter explained the situation and I am going to mail it Monday. I really don't know what else I should do except for making a CL 58964 cut out and carrying it on me along with neon green spray paint...

Just send the letter. The same thing applies to aggressive MB and BMW drivers that overtake you on left on the yellow line in a 60km/hr zone when you are already doing 80. I had one hooting at me as he considered I was holding him up since I had stopped, waiting to for traffic to clear to turn right into my street. He actually nudged my car and when I got out, swung by the left and shot off.

If you're going through with it, email it - the western cape government is pretty good at responding.
