It's kinda something we don't discuss much but basically you need to write a post declaring why exactly you think you should have a footnote, including what it'll be. The footnote committee will then judge your post and if declared worthy, you can petition the mods to add it for you.

I think there a is a rule that you should be member for about 3months before you can have a signature.
