OS 7.1 Mobile Hotspot

Forgive me if this is a silly question but I'm thinking about buying a new BlackBerry with OS 7.1 since OS 6 is really boring so I wanna know with the mobile hotspot, if I create a hotspot does that mean if I connect stuff like my laptop & other phones to it do I have to pay for it or is it totally free like the public wi-fi spots

And the difference from 6 to 7.1 is not that great, you might not even notice the difference at 1st
