Yeah they wouldn't be easy to spot because the light stays closely bunched together and loses so little energy on the way to the target.

To be honest though, if you can get a satellite like that you probably don't need drones to make strikes. You can just destroy whatever you need destroyed with a laser beam from space. It will be like the particle cannon in C&C generals, but with unlimited firepower.
Huge ethical matters abate, however as for the matter of proper border control,i'd have to jump to shout 'why not'!
