It's not what he did ....... it's what he knows. These people all have inside info on each other's scandals and secrets !!
He probably has knowledge of certain things that they do not want to come out so they are wiling to give him protection from jail and let him spend his final days (years?) outside of the prison walls

They should round up everyone with AIDS, TB, malaria and diabetes and put them in jail. Then parole them. No need for the National Health Insurance.
