Wine runs some Windows programs, but not many games
You install it and use the Window to install and run the MS-Windows application
I cannot answer the 3rd question, but I doubt it
Mint is fine, install PlayOnLinux since it comes preconfigured to install all the most popular Windows applications and games. PlayOnLinux takes care of most of the configuration and you just install what you need.
Some applications works well, as well as games. If it is a popular program or game it will most likely work with WINE.
Everything is possible, but why would you want to use Linux to develop for Windows?
Why not develop then for Linux rather?

Where do I download PlayOnLinux? Can it run DirectX 10 and DirectX 11 games? I want to be able to play Need for Speed The Run and the upcoming need for speed Most wanted 2012 game.

I doubt very much you will get new DirectX games running with properly with wine. Best is to dual boot with Windows 7 if you want to play games.
Regarding programming, it all depends what you want to do. What language do you want to learn?

If you have not figured that out then this is going to be a very hard journey for you.
PlayOnLinux is available in the ubuntu & mint repositories so you just install it.

Linux is Linux (oversimplification, I know), only difference is the window manager you choose to support, Unity (Ubuntu), Gnome 3 (Fedora), Mate/Cinnamon (Mint), KDE (PCLinuxOS, Chakra).
I use only KDE (Arch Linux), my wife and daughters use Cinnamon (Mint) and my netbook uses Mate (Mint).
