If the feature was added/enabled to hear people's thoughts, the following would be possible:
In a simple scenario where he is wondering what she's thinking and she's wondering what he's thinking, the risk would be high that the thought process would result in an infinite loop.

So, in order to preserve it's stable state of being and zero reboot record, the Universe didn't allow the feature for living creatures. (Plants have it, but because they know our intent when we try to study them, they hide it pretty well.)

Also, in this scenario, only people with ADHD would have a fail safe for this bug and rule the world.

We are all born with similar hardware but each human then programs their own Operating System, so basically we can't read each others minds because we all on conflicting OS's and the network systems just not compatible.
