That may be so, but know this: the only reason an iPad with 3G cannot do USSD is because Apple did not include the dialer app.

If nobody tells Apple they need USSD functionality, Apple will continue to assume everyone has unlimited data plans and doesn't need to check their balances and top-up.

Don't forget the original iPhone and iPhone 3G both shipped without MMS and copy & paste (yet, strangely, with very good USSD support). These features were included in the iOS 3 update, so it's not impossible that the iPad may get USSD support in a future update.
