The newspaper reported that Carol Bouwer Designs, a company owned by Carol Bouwer, who is close to President Jacob Zuma, was contracted to put the Indaba together.

This just gets worse and worse and worse. We need legislation that requires SA's current and future male presidents to be castrated before they and their harem receive any money that originated from tax payers.

I assumed the DoC meant "process" instead of "proves", this is however one of many miscommunications from the department that is ironically supposed to be capable of communicating. I doubt that the DoC would be any better using any of the other official languages, incompetence and corruption are goals to aim for and aspire to in most government departments.
