Is a VOIP call included in Blackberry BIS allocation?

If I use VOIP on my Blackberry, say MWEB Talk, am I charged extra for data or is it part of BIS?

AFAIK, this is not included.

Only Black Berry specific applications are allowed to use the BIS apn.
