Calling a helpline number can be frustrating at the best of times, due to the high volumes of calls that call centres receive. This is true on all 3 networks. The fact that some of them do not even have landline numbers can make it worse.
In my experience, the best way to get a response to your problem is to log it via an email through the CellC website. You will definitely get a response, even though it may take a few days. You will be called personally by a consultant who will take responsibility for sorting out your query. The consultant will also not hesitate to give your his/her name and a direct contact number - unheard of anywhere else.
So, before yelling "blue murder", go to www.cellc.co.za - register, log on, send an email and see what happens...
